William Affleck was born in Rochdale Lancashire (born 1869) was a genre and landscape painter who specialised in oils and watercolours. He studied art at South Kensington, Heatherleys and Lambeth School of Arts and exhibited at the leading London galleries from 1899, chiefly at the Royal Academy (28), Walker Art Gallery in Liverpool (40), Dudley and New Dudley Gallery(40) and the Royal Institute of Painters in Watercolour (27). He lived in London and was a member of the London Sketch Club.
