William Hess Ward 'Bill Ward' (March 6, 1919 - November 17, 1998), was an American cartoonist notable as a good girl artist and creator of the risqué comics character Torchy.

Born in 1919, Bill Ward was an American cartoonist. He graduated from the Pratt Institute, New York in 1941.
Ward's comics featured risqué illustrations of hyper-sexualised women, a staple of the Good Girl Art genre. During his time serving in the army, he was commissioned to create comic strips to keep the soldiers in high spirits. One of his most famous creations was the risqué character ‘Torchy’. Her humorous, retrograde-sexy stories appeared in “Doll Man” and “Modern Comics” and in her own short-lived series (1949–1950).
In the mid-1950s, Ward turned from comic books to magazines. These gag cartoons, sometimes featuring Torchy, were also reprinted in book collections.
Ward also authored and created illustrations for erotic stories which featured in men's magazines Leg Show and Juggs. Ward died in New Jersey, in 1988.
